Castro has been willing for a long time. Now that the Congressional Black Caucus has visited and seen him alive, a lot of unhappy Cubans in Miami are paying on bets they made that he died long ago.

On my last trip to Cuba I met a handful of Americans that live abroad but vacation in Cuba. They have never had any issues entering or leaving the country. Passports were never stamped only travel cards.
It's my opinion after spending time there that they would welcome any American for Vacation or business today regardless of what the US Gov states.

A number of people living in (or passing through) Puerto Rico pass into Cuba through the Dominican Republic.
I have never tried it. While I'd love to, I would not wish to get waylaid in Cuba do to "Administrative" concerns.
thats good news...I wonder how big labels like Cpt Morgan and Bacardi will view the possibility of Havana Club being introduced to the US market.....
